Tri-County Smart Start (TCSS) is a three-county initiative to improve the quality of early childhood education so children are prepared to succeed in school and life. TCSS works to (1) reduce teacher turnover, (2) increase staff education and professional development, (3) help centers achieve state quality standards, (4) urge families to read to children, (5) encourage families to ''talk, read, play" together, and (6) improve providers' and families' knowledge of early childhood development. In 2011 TCSS created a strategic plan with help from hundreds of expert partners, resulting in this plan to serve 6,746 children.
